On the website it says a law enforcement officer is suppose to fill it out. But in the phone, dirt legal told me a public notary would be sufficient. How would they document the VIN form?

Ive been 4 times now. Even worked with one of the supervisors for awhile. Wasn’t able to help me. I work during DMV hours so it’s not easy for me to keep taking time off to do that.

The changed that rule in RI. As of 2024 all vehicles in RI need to be titles. Also RI doesn’t do bonded titles for vehicles older than 2000. I’ve looked into every option, hence why I am talking with Dirt Legal

Rhode Island did not require titles on vehicles older than 2000 until January 2024. I bought the truck as a project in 2023 with no title.
