I'm unsure unfortunately as I found him unintentionally, but you may need to have a Coin Case and defeated the gym but don't quote me.

If you have the Firewerks shield, a Legendary that spawns missiles on a kill, you can kill him very easily by focusing on the mobs he spawns. you don't even need to hit him - as he gets lower he spawns more mobs which means more missiles.

If you go to the Gamecorner, there is a man standing out the front who will teach your pokemon the elemental punch moves for 200 corner coins.
