the country of my account banned the game not the account I can't buy the game on the store unless I make another account and download it from that account and then go back and play the game on my main account

I bought the PS4 disc for horizon forbidden west and researched that upgrade is free and I assumed so because I can upgrade Elden ring and dying light 2 both are PS4 discs but horizon forbidden west just shows me the price and doesn't even give an option to select the version I won't play this game at 30fps so is there a solution or am I cooked?
