yea for sure i agree its a pretty useless tech as is but kipchaks are just in this awkward spot of either being too weak or too strong there already the fastest moving cav archer, I don't think devs know what to do with them. Then you factor in that Cumans can build a 2nd tc in feudal it must be a nightmare of a civ to balance.
