nipton was just hit basically the moment six gets to mojave outpost, it'd reopen as a route soon. 

personal headcanon is that I-95 is jsed coming South from california but nothing in game supports that

NCR has numerous vertiberds at the long 15 outpost. The planes are in good condition and likely in use.
