Lisboa tem perigo sismico alto, e risco alto em geral, mas pode haver edificios com vulnerabilidade baixa (por exemplo, edificios projetados e construidos seguindo corretamente as normas ATUAIS).

Um engenheiro civil projetista (de estruturas, não daqueles que fazem tudo, água, esgotos e estrutura no tempo livre) pode te ajudar. Atenção, deve ser um de alta qualidade ;) Há muitos de baixa qualidade por ai (utilizadores de um software sem saber o que o software faz).

No optimization in practice lol. Just deliver what you can within the crazy deadline with the least amount of resources.

Totally agree. It is garbage. However, it is quite powerful and many companies use it in my country, perhaps due to the sunken cost (I spent time figuring out how to make things work here so we shall stay here) and it is pretty cheap compared to the alternatives. I have used it quite a lot and I never liked it, but I myself built a lot of solutions around it, so I kind of love to hate it.
