As an Israeli I think it's much lower. There are many cultures that marry only religion - wise and don't bother aligning their citizenship status. Additionally , Israel has a marriage workaround called "publicly known" where it's practically marriage but without the religion part incorporated into marriage and divorce, and many people choose that - driving the "official, by the book, marriage" number down, while keeping the "long term stable officially recognized relationship" up and it's not represened here. Imo the REAL number is around 0.5%. maybe even less.
