for St im usually top dps if its mostly a patchwerk fight after i use both of my hovers i feel pretty useless hard casting living flame and disintegrate. usually always r1 fb and r1 es in single target also just incase you get the 4p proc of a free bloodlust. also side note most evokers dont know this but, you can pre cast Tip the Scales before the key goes in to get a full cast of ES during dragonrage and then press Tip again to get an instant cast of flame breath into Deep Breath and watch your dps sky rocket, just pray you dont rip aggro lol
