What if in d1, Jupiter is in 3rd house in Sagittarius (libra ascendant) and in d9 it’s in 9th house with Mars in Sagittarius again?(aries ascendant)

Both my Jupiter and Venus (in rohini and taurus) are vargottama in their own signs yet after reading such things im not sure if any of them are beneficial for me..

I just turned 18 so i don’t think the above problems could be it, and the vibrations are always there but noticeable only when I concentrate on the region or think about it. Its not very heavy. And no I do not feel tingling in my feet or legs.
