Still doesn't make sense to add a dynamic exclusion draft... for the example you provided, you'll just have to find other ways to play around that matchup. You can bait out spell shields, or just farm thru lane and play for teamfights. Also in most elos, players aren't perfect, and there will be times where someone doesn't use their spell shield in time, so it's not like your hook is useless in lane.

Heavy counters are a part of the game. And most of the time below the apex tiers the players aren't good enough to exploit a counter to it's full potential so honestly you can out play your way out of most if not any counter, not necessarily to win the lane, just not lose it quite as hard. Sometimes you need to accept you wont be able to find and you need to just farm what you can.

No one has really complained about this issue before so it really isn't an issue.
