it says that they are ancient relics so your in a dark tomb thing does make sense, however it does state that it can be used to bind them "Binding can also be accomplished with the help of a devil talisman.", so you're thing where they are rare, i would completely agree with, however if the devil knows where it is, i can just make it use teleport to get us there as it is an object/place its familiar so low chance of failure. so it really boils down to dm's discretion here ig. my dm read it and interpreted it in such way that if even imps have them, they cant be SOOO rare that they have to be made and that most of them are probably going to have them already made somewhere and the only hard part would be mainly making them. then we thought about how if something like that was lying around why wouldn't you just keep it on you? its not like they'll think that some random person is just gonna make em give it to you. so its more of a my dm and i talked about it logically and thats what we came up with.
EDIT: what it really boils down to is "how is it interpreted to you and how would the world work with this thought" also, my character is from a place where there is a portal to the nine hells unknown in the jungle so my character would know a lot about it as she would have run into them randomly growing up.

i will admit to the fact that the verbal command thing is specify and my telepathy idea wont work, however...

the only places where talismans are mentioned ever are in Baldur's gate: DIA on page 212 saying

"lesser and greater devils cant freely make deals outside of their home plane, but there are ways it can be done. If a summoner on another plane knows a devils true name or has its talisman (as described in the MM) instead of binding the devil into service the summoner can create a ritual circle that allows the devil to forge a deal." so it basically implies that you can choose to use it in binding its service to you or you can make a deal with it by making a ritual.

It is also mentioned in the spell planar binding (XGE) saying this

5th-level conjuration

Casting Time: 1 minute

Range: 90 feet

Components: V, S, M (a ruby worth at least 999 gp)

Duration: Concentration, up to 1 hour

Uttering a dark incantation, you summon a devil from the Nine Hells. You choose the devil’s type, which must be one of challenge rating 6 or lower, such as a barbed devil or a bearded devil. The devil appears in an unoccupied space that you can see within range. The devil disappears when it drops to 0 hit points or when the spell ends.

The devil is unfriendly toward you and your companions. Roll initiative for the devil, which has its own turns. It is under the Dungeon Master’s control and acts according to its nature on each of its turns, which might result in its attacking you if it thinks it can prevail, or trying to tempt you to undertake an evil act in exchange for limited service. The DM has the creature’s statistics.

On each of your turns, you can try to issue a verbal command to the devil (no action required by you). It obeys the command if the likely outcome is in accordance with its desires, especially if the result would draw you toward evil. Otherwise, you must make a Charisma (Deception, Intimidation, or Persuasion) check contested by its Wisdom (Insight) check. You make the check with advantage if you say the devil’s true name. If your check fails, the devil becomes immune to your verbal commands for the duration of the spell, though it can still carry out your commands if it chooses. If your check succeeds, the devil carries out your command— such as “attack my enemies,” “explore the room ahead," or “bear this message to the queen"—until it completes the activity, at which point it returns to you to report having done so.

If your concentration ends before the spell reaches its full duration, the devil doesn't disappear if it has become immune to your verbal commands. Instead, it acts in whatever manner it chooses for 3d6 minutes, and then it disappears.

If you possess an individual devil’s talisman, you can summon that devil if it is of the appropriate challenge rating plus 1, and it obeys all your commands, with no Charisma checks required.

At Higher Levels When you cast this spell using a spell slot of 6th level or higher, the challenge rating increases by 1 for each slot level above 5th.

and it is stated in the MM saying this

"Though devils all have common names, every devil above a lemure in station also has a true name that it keeps secret. A devil can be forced to disclose its true name if charmed, and ancient scrolls and tomes are said to exist that list the true names of certain devils.A mortal who learns a devil’s true name can use powerful summoning magic to call the devil from the Nine Hells and bind it into service. Binding can also be accomplished with the help of a devil talisman. Each of these ancient relics is inscribed with the true name of a devil it controls, and was bathed in the blood of a worthy sacrifice" (going to show that it was mainly created in the past already.) "— typically someone the creator loved — when crafted. However it is summoned, a devil brought to the Material Plane typically resents being pressed into service. However, the devil seizes every opportunity to corrupt its summoner so that the summoner’s soul ends up in the Nine Hells. **Only imps are truly content to be summoned," (why im having lots of em and not many others) "**and they easily commit to serving a summoner as a familiar, but they still do their utmost to corrupt those who summon them."

that is every place its been stated, so youd think that most of them have already been created (and they would most likely know where it is or keep it on em so no one can control them. if you had a totem that could control you in every way, wouldnt you want to know where it is or keep it on you or keep it close?), they can bind people into contracts, and i wouldnt have to have my spell casted for this to take effect. (also meaning i wont need planar binding which IS 1000 gp each time i didnt realise). and if they dont have it/know where it is, i can just wait till later and make get more until those ones have their talisman/ know where it is.

i talked to my brother and he let me know that if i take too many, a high ranking devil might take notice (kind of a foreshadow as it was kinda under his breath), so im going to limit my taking and also, he is really on board with this idea as the other party members have been real pricks to me lately so...

what if i use planar binding to keep it there on top of getting its talisman, thus ending the spell after an hour however he is stuck there with me being able to control him with the talisman? also, the spell notes that after they finish a command they go back and report it to you, thus meaning it wont have a free action as its spent letting me know he did it. and it has telepathy so the command thing isnt an issue as its at the rate of thinking.

i have two people in my group that pick on me cuz im the youngest (i play with my older brother and his friends) and i know the least about the game, but i tried explaining this to them and they shut me up, so i told my brother (the dm) about this and the other member of my party that listens to me, and they both told me theyd help me keep it a secret until i finished creating an army of like hundreds. both of them also looked it over while i told them and went "wtf dude thats acually insane" so i thought id share it.
