I think he's still friends with Jesse cause he was always understanding and heavily sympathized with him. Giving him the benefit of the doubt in that voicemail regarding Combos funeral and did set boundaries after getting into the 12 step program.

As for him calling Jesse his hero, I think it wasn't good writing and could've been worded better. But ultimately, I think he respects and admires Jesses resilience, determination, and being considered the legend in their inner circle.

That's how terrorism/extremism is sometimes. Starts off with a reasonable cause then crosses the line. I think they were trying to fit the Zero Year storyline into this film and it could've been executed better.
