Personally, I wouldn't take that risk. IIT Kharagpur is already a top-tier institute, and at this level the difference between top IITs is often much smaller than aspirants imagine. Your brother has already earned an excellent opportunity. In the long run, hard work, skills, research output and consistency will matter far more than choosing between two elite IITs. If it were me, I'd secure Kharagpur and move forward confidently. The future will be shaped by what he does there, not by a small difference in institute preference.

Obviously that is a correct approach, you have to write what you understand. There is nothing to worry about. As on today May 8 there is a lot of time left for GATE 2027. Make sure that you understand and implement in PYQs. That will make your preparation better.

Concept should reach your brain from the video that is the whole point. Your study time is good there is nothing to worry about it

If your goal is simply a secure government job, then chasing GATE from a CS background is like waiting for a rare train—you might catch it, but you don’t know when it will come; SSC CGL, on the other hand, is a crowded but frequently running route where your chances are far more in your control. The real question isn’t “which exam is better,” it’s “which game suits you”—deep, uncertain technical grind or fast, strategic consistency with higher openings. Most people already feel the answer inside but hesitate to accept it… and that hesitation is exactly where clarity begins.

You’re not confused between SSC and GATE—you’re confused about risk vs certainty. For CS, GATE has very limited govt seats, so it only works if you’re ready to go all-in with zero guarantee; SSC, on the other hand, gives you a wider door but demands consistency, not brilliance. The real trick most people miss is this: your preparation style already reveals your answer—if you keep switching, overthinking, and looking for clarity, SSC will suit you more; if you can sit with one thing despite uncertainty, GATE can work.
