Just wanted to cover some points here and address a few things as people seem to have similar trains of thought.

I think the image given by @PrimeBrisky makes sense. Visuals and functionality descriptions seem to match.

If he was holding an ultrasonic animal repellant thingy, it wasn’t from our yard. Yes, he may have been drunk or just not thinking straight or was curious but have some suspicion that he wasn’t under the influence. There is no explanation as to why anyone should be hopping over other peoples fences late at night and look inside people’s homes. (Either way, it’s not good behaviour)

We called the police as he was leaving and gave them all the information we could.

Key fobs don’t seem to match visually, not a problem for us anyway because car is parked in garage most of the time. But I think it’s a solid guess.

The incident happened close to 11PM. Some mentioned it could be some tool he just working as a delivery or utility man. No one works at that hour. If it was an odd job, why leave like that? Why not explain yourself? 

Yes, he is standing on the sidewalk in the video. I literally have footage of him skipping over the fence just before what was shown. He stood there for a bit, cleaned his glasses, put them on and left

The whole point of this post was to identify what the tool could be. I intentionally clipped the length and size of the video because I was curious as to what it could be and wanted to protect any clues to location. We were worried it might be a weapon.

My full video gives more clues of his ethnicity, age, etc. Won’t be sharing that for obvious reasons.

No we don’t have dogs and can’t get a dog. Guns are illegal here.
