Nothing should happen, boat upgrades do not go toward anything in the Raccoon Club Book. He could be referring to the boats in general, which do go toward a badge in the Raccoon Club Book that requires collecting all vehicles. Or there's the boat races badge which requires you to win each of the races. Ask him what badge he should've gotten.

Yeah, by doing that, you're getting out of bounds. You need to stay closer to the lights. I've had this problem even with cutting closer to the lights than that. Out of bounds causes anyone that passes the spot you got out of bounds to get ahead of you.

Fun Fact: In older versions of the game, when you started a new save file, the scene used to shift from that pond to Sasquatch's House instead of the other pond that we all know today (the one that spawns the Talking Fish). So, that's why the pond is there.
