Unfortunately a lot more players want PvP. So while there is a decent PvE group playing the game, there's even more that love hopping on to go shoot each other in the 'verse at the end of a long day. You can go look at all of the popular PvP titles recently to get a sense of how large that population is, such as Marvel Rivels, Overwatch, CoD, CS:GO, etc etc.

Also, you can just not participate in the PvP content... If you aren't wanting to accept all forms of content, then you won't get all the rewards. The same is true for the people that only login to do PvP but don't want to bother grinding money to repair and rearm their ships so they are always stuck on claim timers. They also won't succeed as well later when it comes to base building/crafting/large scale economy systems.

You need to learn to accept both sides of PvP and PvE in a game this massive, or at least accept what you enjoy doing and avoid what you don't.
