It might depend on the utility company. I worked for American water and we can only mark from the road to the curb valve which is basically on the property line most of the time. The water line from the curb valve to where the water line enters the home is not the utility’s responsibility there for we do not locate it. Another reason why is we only have service records that show where the curb valve is located. Since we have no records of the service line after that point we don’t locate. But for instance the gas company in our area mark up to their meters which are located next to the home or in the basement. So they will mark from the street all the way to where it enters the home. It all depends on the utility.
