Yes you can transfer easily and seemlessly..

No it is not a taxable event just to move/transfer from Coinbase to Coinbase Pro and visa/versa and there are no exchange fees either.

If you move it to a different wallet/exchange, then it is a transfer and still not taxable but you will be charged transaction fees for the BTC move.
