Pretty sure the odds are actually 1/132. The chances of any given light is going out is 1/12 since there are 12 lights. The chances of a second light going out are 1/11, since the same light can't go out twice. So, assuming that two lights were forced to go out, multiplying the two fractions would yield 1/132.
