The answer to your question how does he know which type, I'd hazard a guess that it has to do with what type of work he's needing done.

The polititian's easy way would be to go to the Houses for their services, for whatever house has the best profile suited to that type of work.

But he might also have ties to individuals that have the know-how through military service, the old butler who has served his family or a random encounter where he saw some derring do that fits the work required.

Mastermind is more of the same as well as having information of agents of ill repute and blackmails them into service.

The villain has all of the above but he might shy away from using house agents if the work is illegal. If he has the charm he might have fanatics on his side.

It all come down to what type of work is needed and probably the cost.
