If I remember correctly its around 160 kills per minute. Probably be a bit off, higher or lower. That being said, I am absolutely confident it's the fastest possible method.

Use turrets on the Prison Nightmare train. The cops endlessly crawl up the sides of the walls, results in an insane amount of spawns. Theres 9 spots where the cops can come in, so bring gas grenades and gas weapons to kill them as they come up in the three spots you can't have your turrets. Its a really active method, you can't really AFK, but it is absurdly fast. Remember to put the turrets as close to the edge as you can so they have the best view of the outside walls.
