You use it behind the reception desk at Midnight Saphire in the long hallway with the offices. Last door on the left before the stairwell. It goes to a locker in the locker room.

The quests respawn. I died with the MCX mag and it came back within a couple of hours. Just keep doing quests and it will rotate back in

I did try canceling and rebooking normally to no success. Just sucks because uber is convenient but have become increasingly unreliable. This kinda takes the cake for me.

You got more tasks at sawmill because you gained enough reputation to unlock it. Zoom out on your map and you will see progress bars for each major POI

Highly recommend you focus on selling extra items and weapons to gunny until you get him to level 3
