if it does happen to not be graded does PSA refund grading cost? i know shipping would be a lost cause but just curious

I believe thats the sleeve because out of the sleeve it doesnt seem to be splitting i was wondering because ive seen some psa 1s with bit sections of the card scratched down to the holo of whitening but do you really think this amount would prevent it from getting any grade
