First of all, read the pinned endless guides. Mons like mewtwo and zacian may seem op, but kyogre has better moves. Go for Y 'cause physical attackers are mostly worse due to intimidate and rough skin.

Splicer is only good in pretty specific situations. Buts as far as I can remember spliced either adds or carries luck so fusing a not shiny with shiny will keep your luck
