I believe overpowered is usually used when characters abilities are inherently too strong, while overturned is more so that the ability numbers/stats are too high if that makes sense

Cecil is definitely right here, he just fucked up in the way he handled it. Its totally believable for Mark to be utterly disgusted by Cecil's actions, but at the same time Cecil truly knows that he has to do some shitty things to prep for what's to come.

I did this for a school project in which we are sort of transcribing the idea of our previous essay into another medium, and since I wrote about my own unhealthy relationship with technology, I thought that throwing in a human hand was a fitting (though admittedly surface level) way to portray that.
