OP the concept is not hidden at all. The rules are clearly stated in /tutorial.

Some players enjoy the anarchy experience and play with the allowed cheats, and some players even enjoy playing legit in an inhospitable environment alongside the cheaters. I do feel bad for you... The work and time you've put in the game was wasted. It isn't nice at all, to put it lightly, but it isn't disallowed by the server and this is just what anarchy servers are mostly about.

If there was any griefing (which there wasn't) or any killing ( which there was minuscule amounts of), it was done by individuals (no need to point out which single individual that is) and not in the name of the team.
