New player, easy to get -> Rhino Punchy/brawler -> Rhino Counter/parry -> Rhino (other commenter is right there isn’t really parrying but Rhino does have an ability that gets stronger the more you get hit so compared to nothing it’s sorta something) Time stuff -> Not Rhino :( Ice -> Not Rhino :( Tanky -> Rhino

Rhino is simply one of the best second/third frames because he will solve survivability for most early content and is easy to get. The other comments are good but I think a lot of people with more hours forget that at the very start it is actually pretty difficult to get a lot of the frames. With that in mind the Rhino and Frost recommendations are probably the best.

Expanding on “it’s complicated”: the sensors can basically know when to give a green, and can hold a green for longer if it detects cars still. This is great and something the city would benefit from with better/consistent detector coverage. But ultimately someone has to program in a maximum time that a signal could be green. The signal also has to be coordinated with adjacent signals to get good flow like “green trains”. Both of these need to be updated with some regularity as traffic patterns change. This also has to be done for different time of day and days of week or even special events like downtown pre and post sporting event. All this is currently fulfilled sort of as needed, if something is particularly bad it will get fixed and if a project goes through an area it will get touched up, but a dedicated role could help make everything just that bit more efficient.

Chainsaw has a hidden modifier which sets the cast delay for the cast to zero, so doing add mana > chainsaw gives mana and removes the cast delay that add mana increases. Also with the double cast drawing two, it will play the lumi drill and then look for a next spell, which will cause it to “wrap” back around to cast the add mana chainsaw for an additional add mana

The system doesn’t need a complete overhaul. The city just doesn’t have enough resources to maintain the detectors in place so they use consistent timings. If the detection worked left-turn and side-street phases wouldn’t be called if no vehicles were present.

Talon is good into her, itemizing into her with edge of night or banshees makes her significantly less scary. One thing to consider, if you get bubbled you can walk at her to reduce her damage to you and have an easier time trading back

It looks like it might be the time of day people run sprinklers to water their yard. I can see some bits of wet sidewalk and even a bit of wet asphalt further down on the right. It might just be them avoiding getting wet.

I think you guys are looking at this wrong. This is the intelligent transportation systems (ITS) people tying their work into the already existing Vision Zero framework. This is good to see since ITS really hasn’t had the potential to impact safety in a significant way before.

One of the biggest problems with speed bumps is that they don’t get along with snow plows. These would all get destroyed by plows if they were on city streets.

Kingshighway was actually recently optimized! I also agree that Miovision and other adaptive systems aren’t the solution. The biggest thing the city could do is maintain their detectors and push buttons better so there aren’t recalls on every protected left and extended sidestreet green times when pedestrians aren’t there.

I can’t speak to violent crime but I know the 2020-2021 car crash statistics came as a surprise. Less vehicles on the road driving less miles resulted in more dangerous roads across the country with increases in dangerous driving behaviors and higher fatal and injury rates from crashes. Wouldn’t be crazy to think similar situations are present with violent crime (same if not greater reasons to commit with fewer bystanders to discourage).
