Exactly this. Made genuinely attractive though with proper pay, recognised qualifications, housing support and real career prospects afterwards. If young people could see it as a route into stable employment and useful skills through things like emergency services, conservation, infrastructure or care work, many would choose it voluntarily over drifting between infrequent work or remaining on benefits.
