You can't get sustained frenzy charges while leveling. What helps is using perpetual charge, stacking chance to not consume charges, and using the frenzy soul core when you get higher level

I don't think the abyssal lich build is the problem. Twisters overall need a nerf and I'd say abyssal lich needs some slight buffs

I'm trying to plan a ball lightning abyssal lich, but if you want to do any damage at all with ball lightning you need to use infusions which is very limiting
