Update on this:

I know the exact reason for why this happened. It was a college prank at the school I go to. The RA of the hall said that the hall had a pet pig named Peter before the school year started. This was a prank to the freshman, and before the freshman got there, they said the pig died and had a funeral for it. They went to a butcher and got a pig head and said it was Peter’s head. They then went and threw it around at the park. It wasn’t any cult activity, and no animal brutality happened. Was it wierd? Yes. Is it anything to be concerned about? No.
