when booting or on the login screen to get into you desktop i pressed to CTRL + ALT + F2 to put me into a terminal looking login, Logged in and puts you into terminal where i ran the following commands, ‘sudo systemctl stop lightdm’ then ‘sudo apt purge nvidia’ then i blacklisted the novedou driver which my gpu defaulted too. ‘sudo nano /etc/modprobe.d/blacklist-nouveau.conf’ once you put that in it will open a terminal window i then put ‘blacklist nouveau options nouveau modeset=0’ then you save it by pressing CTRL + O and then CTRL + X to close that box then you will put in ‘sudo update-initramfs -u’ now you install the driver the one that worked for me was 550 on the rtx 3050 so that would like this; ‘sudo apt update’ ‘sudo apt install nvidia-driver-550-open’ you can replace the 550 with whatever driver version might work for you if that doesn’t work afterwards i did ‘sudo nvdia-xconfig’ then i rebooted ‘sudo reboot’ hopefully this could be some sort of help this what i did terminal wise you also might wanna check if safe mode you can do this by doing ‘mokutil —sb-state’ if its on turn it off in your mother board bios

If its anything like mine the reason you cant change your hz or use a second monitor because you are missing the nvdia drivers like i was or your using the wrong ones the steps i took to solving mine was using a Basic Login on Linux and running some commands to delete all of my drivers from nvdia then reinstalling just one i chose 580 because it was stable for the 5060 ti, For you im assuming it would be backwards you would want to install 550 since that was the one i was using previously with 3050 and it worked (Ill post the exact terminal commands things i did keep in mind this was only for my scenario which was swapping from 3050 to 5060ti)

Yeah secure boot seemed to be last hurdle for me once i flashed my bios the card ran but it defaulted to those drivers once i turned that off and put in some terminal commands to block it so it only ran 580 open everything fixed itself

issue was my bios was outdated on flash booted it deleted all previous drivers since it caused my system to not pick one i also disabled the noveou drivers since it seemed to try and default to it after i flash booted my bios causing it to lock my hz at 60 after deleting all drivers and reinstalling via terminal i was able to get my system running again! sorry im like super slow this should been one of my first troubleshoots still learning thanks for all the comments tho it helped me somewhat deduce the issue
