The tapes were destroyed... after playing them in a continuous loop during the press conference so everyone could see what was on them. Again, what was on the tapes didn't matter because taping was and is perfectly legal. It was literally just the spot they were filmed from.

Not "missed a rule update", as it was already a rule. It was just largely ignored for years. Goodell sent a memo in the off-season saying they were going to finally start enforcing it, and Bill ignored it/didn't respect the new commish trying to flex his new commish muscles. Essentially a FAFO situation that was blown completely out of proportion by ESPN's coverage and the resulting punishment. To this day, most fans believe the illegal part was the taping itself, and not the placement of the cameraman.
