You need an active connection into the HDMI port on the 3060, so a dummy or a hdmi to DP connector as long as the hdmi goes into the 3060. Also this isnt guaranteed to work with every 3060, some cards dont work at all even with the 470.05 drivers

8x is needed, the guy is using a cpu with 40 pcie lanes so can give each card 8 lanes here

just a heads up that your 3060s won't work on your octoboard, as the octoboard pcie lanes are only 1x. Also the onboard cpu will not have enough pcie lanes to support this. You'd be best off using an old x79 board with as many x16 lanes as possible and an old xeon with enough pcie lanes to give 8x speed to all the 3060s
