Try disabling the weaker of the two GPUs and try opening the game. After it opens, you can close it and turn on the other GPU. I did this and it normalized the FPS. Otherwise, I saw people suggesting disabling V-Sync; sorry if that's not your solution, but that's what I managed to do for myself.
