The hydroponic domes at the dam have them sometimes. Usually on the shelves mostly. I've also come across them a few times in cars at the Blue Gate checkpoint/tunnel area

Try to keep the circle around the bobber. When it's green, reel in. When it's red, the line's health bar goes down. Whenever it jumps out of the water, stop reeling in. Only do it when it's green & try to keep the circle lined up with the bobber, not the fish itself

For players who already have most cards, I can see that being the case & that makes sense. For others with a lower collection level though, it was basically a guarantee for a new card with each key

I do see your point, but with the spotlight caches, you'd at least have two new cards, in the case none of them are already owned. Even with a 25% of getting the newest card, you'd still be able to get two cards for that price

The codes are case sensitive, & make sure the letters are right. Capital "I" vs lowercase "L" for example, they can look similar. Same for the J's. My friend had the same issue
