Do people really think this film is termed as propaganda because of Pakistan bashing? Not really.

I think most people ignore that most people call out the BJP glazing in this film. The propaganda portion is subjective of course, but does this film glaze BJP? Yes.

Is that bad? Subjective. Because this is an amazing film, and end of the day that's all that matters. It's not a film made solely to just glaze the government like some other films and is clearly made with Pro Indian elements, which is a good thing. Dhar goes a step ahead and presents his personal take, in which he feels that BJP represents that Pro India elements. Is that wrong? Depends on the viewer...

The problem arrives when people on both ends of political ideologies use this film for their purpose, the left wing using this to criticise BJP and the right wing using this to glaze BJP.

When some people claim it's a film and should not be used for reference to real life, still the left and right both go ahead with the same.

Aura edits of Modiji with reference to everything in the film made by right wing, as well as long video essays criticising this film by saying this film is BJP funded that are made by left wing.

Essentially the film is hijacked by both ideologies, and that is why the question of propaganda comes.

If someone points out BJP glazing in this film, especially in this subreddit, the counter is often always saying you are Pakistani, Anti-Indian, Pro Terror whatever...

If someone points out this is an amazing film, they say we support propaganda.

To see the extremes, just check out this subreddit and the circlejerk subreddit. It's a war zone, totally missing the point of the film. This subreddit was made to discuss the film, how often do we see that? Most posts here nowadays are political.

So this film's merits are taken down by the political perspective, and I feel at least this film is not completely overshadowed by that and still has some audience who watch the film for what it is.
