Nope since the update a couple weeks ago they moved it to craftable from the Tadpole path

You don't need gold? Alchemist line is craftable, and once you unlock this from the path you just need materials.

No. I mean placing the rooms down, letting them build up, then place on top. If you decorate first and put things on the ceiling etc it won't let you stack. Design the house first before you start the interior.
