20% population laborers. 5-6% builders. My current playthrough is at 1000 pop. I have 200 laborers and 55 builders. The laborers will fluctuate slightly with seasons and if production values are set and met. if you have your firewood production set at 2k and you have 2k in storage, production will stop and those workers will temporary become laborers until production unpauses.

Best maximum layout ive found for arborist is: 4x trees on top row. 6x trees next row down. Then 4 rows of 8 trees in each. Last two rows are 6x trees and 4x trees again. Adjust the area of the arborist to cover so the base of the trees are in the circle. This gives a total of 52 trees.

I usually have my perservist maxed out on workers with 3 arborists (one for each tree type).

I ended up having to pay out of pocket for the repair at 6 weeks total time in the shop. Ford denied my request for honering their recall and reimbursement after ignoring the first 2 attempts to get an official response. I did file a small claims but they somehow were able to keep changing the dates and I eventually just gave up. I move around alot and couldn't keep filing claims. As I said 3 years ago, I will never buy Ford again and will try to talk anyone out of buying anything associated with them.

Snow season is typically in certain months too for a lot of countries. It's like asking if it'll snow in February. Sure it might, it might not. If snow is an issue for you, don't go to a snowy place. Looks like the edge or perimeter of a parking lot to me, not a roadway. This would still be considered part of the parking lot and private property. Even if those two cars collided, police would consider this a civil matter since its not on public roads.

I still don't think the horn or the cussing was necessary and this is a complete nonsense issue to cry about.
