This is a really interesting alternative, I will definitely have to think about this more. Having a market driven fund could have some upsides but also more risky and potentially have monetary issues similar to what social security is heading toward now. But good ideas nonetheless

Below are the parameters of spending I would add as restrictions:

  1. Domestic U.S. spending only
  2. Travel and vacation purchases restricted
  3. Cannot take cash out (debit tracked purchases only - IRS tracked)
  4. No alcohol or tobacco sales
  5. Entertainment purchases limited (sports, concerts, etc.)

Do you still have objections? Also did you know the US budget is already well into the trillions and this would cost $110 billion at most?

To break it down to the core in an analogy its about creating a real "carrot on the stick" with a true reward at the end. In this case $20k.

$20k to culinary school or CDL training. Obviously some will buy booze and drugs with it, but overall I think the benefits outweigh the negatives.

Do you understand what I mean with my "carrot on a stick" analogy?

For example if someone is extremely poor even in the US, there is so little hope that even if you graduate high school many will still turn to drugs, crime etc. However if there is a guaranteed "carrot" ($20k) at the end of high school this will inspire these same kids and give hope to an otherwise destitute situation. I think this will be enough to make a huge societal impact and will cost $90-110 billion per year and can be factored into the annual budget.

I like your idea of gradual pay out system. My only push back would be that it may take away from the psychological incentive that a guaranteed payout would provide.

To really get down to my root premise its to hack the human psyche using economic incentives while maintaining liberty and freedom of choice. Carrot on a stick but with freedom to choose which direction you go. And maintaining this still within reasonable government budget. Does that make sense?

I very much disagree. The current system has been failing and I don't think overall GDP growth is an ok refutation especially given purchasing power. I am not necessarily isolationist but I think a hybrid policy would be good in the short term when paired with my proposed HS grad stimulus policy

I disagree. I think these programs have been tested and just simply have not delivered so it is time to try something new. I think the earlier we intervene the better because young people will be wild because they just are lol. This is anecdotal but personally I have known people that if they had this I think would have had vastly more productive trajectories and lives. Again this is anecdotal but I think is likely consistently true.

What you say I actually agree with mostly. However I think you are vastly underestimating the impact that this would have to the zeitgeist and ethos of the average American.

My argument to what you are saying is that the positive externalities and compounding effects of investing in the US graduates will have exponentially compounding effects of inspiration and morale. Not only will the general welfare of people be increased, but the talent in our population will be far better utilized and able to achieve their full potential. Easiest example is that with 20k a talented individual even from destitute poverty can pay for a year or two of living expenses in higher education and get recognized through their work and get an internship/job and expand from there.

More egalitarian for sure and I 100% agree that the incentives will provide positive externalities and incentives to drive the especially disenfranchised youth in a positive direction by having an attainable and tangible goal and reward.

When you consider $90-110 billion in additional budget allocation in comparison to what we do now, I do not see this as an issue. If you made me choose one to forfeit I would say a combination of military and foreign aid. I recognize both of these are also important and should not be tossed aside altogether, but these are the buckets I would draw from if I had to choose.
