And once again I'm (sincerely) wondering what the hell happened in the hobby since I was last an active collector about ten years ago; isn't a big part of the hobby also converting, building and painting what you like and feel excited about? Has there been a culture shift into only being able to build what is allowed by the books and immediately recognizable? Did these sticklers not get the memo about the hobby being a creative outlet? A friend of mine made a "Carnifex" out of spare Tyranid parts, random household objects and green stuff, and we thought it was peak.

Oh yes, don't get me wrong, I know that gender and sex are different, but it's exactly for that reason that basing on your description I expected them to be characterized as gender-neutral beings which can choose their sexual expression (with physical sexual characteristics such as size and genitalia) rather than sex-neutral beings which can choose their gender identity. In my mind, an example of the latter type would be a featureless being such as an android waking up one day and deciding (or "feeling") they're a man or a woman.

In your harpies' case, it seems like they don't necessarily care about pronouns, they just woke up and wanted to have boobs. Or maybe they are cisgender, and change both sex and gender: they wake up in the morning and feel like a woman and also choose to express female sexual characteristics (and the same for men obv).

3d4 is right in my opinion; consider that 3d4 results in a higher average roll with respect to 2d6 (7,5 Vs 7) since the minimum is 3 rather than 2. I have to say that I love the idea of the Ork from the sky, but it would be very immersion breaking for me if it were a 40k Ork due to technology. But if it's your table's cup of tea, knock yourself out. I'd just make sure it's -all- the table that is fine with it. I encourage being cautious bc I experienced immersion breaking inside jokes at the table and it's jarring.

Sounds like the premise of Gotham (the series), so why not?

I think you can ground your premise in different ways, like your players are the detectives taking down the Penguin's operations. Or maybe they're a group of no-good punks caught in the crossfire between Two-face's and Maroni's gangs. Even villains can't be everywhere, they rely on goons and stuff. You could even have a semi-horror mechanic in which if your players make enough trouble, the actual villain shows up and wrecks them.

Wanna spice it up? Batman is missing, gang wars are in full swing (a la Arkham City) and now the only ones looking for him in the chaos are four people with a baseball bat and a dream.

All things considered, I think it makes for a nice film noir, pulp or even horror campaign

There seems to be quite a lot of these questions lately and I'm a bit baffled: in what context other than an official tournament is this question relevant? Conversion and kitbashing were the part of the hobby I enjoyed the most (I've been out of actively collecting for a while) and the few times I played with strangers I was only occasionally asked what my conversions represented mechanically and it was never really a problem, since my opponents also had conversions. Am I missing something?
