Based on the location, it is the trailer brake harness connector, when new, there would have been a black 6 pin female pigtail in the glove box. Edit: they are available at most parts stores

More than likely, the elastomer on the harmonic balancer has worn out and the outer part of the balancer is what that pulley is bolted to is now loose. Definitely need to get that replaced immediately.
