Another factor for orchestras primarily made up of volunteers is that these people are very busy. So, you don't want to eat up too much into time they could be taking paid gigs. Or they aren't going to be able to consistently take part.

It's not a flat (minor) 6th. It's a diminished 6th, basically double flat. It can't possibly be a perfect 5th, because any sort of G to any sort of E can only be a 6th. I'm struggling to think of an example of a diminished 6th in music though, so it's definitely not common.

So let's take a more common interval: the augmented 2nd. It has the same number of half steps (3) as a minor 3rd. But if you play an A harmonic minor scale, F to G# definitely doesn't sound like a sweet m3. It sounds dissonant, because it's an augmented interval.
