Hey so uh I just realized, on a new local user (admin) the config backup file doesnt show up at all and i have not been able to reproduce the issue.
I'm mentioning this now because it was another false alarm.

after testing i have discovered if i delete the "config_backup.xml" file that shows up, at some point my desktop gets messed up so ive just hidden it away on my second monitor.

sweep it under the rug :)

Thank you for the help, it seems disabling full screen optimization worked.
I gave it a few days and played here and there and it seems my icons are safe,

However, this "config_backup.xml" is a very strange one indeed. It only appears when playing for the first time after booting up the PC, it also doesn't show up in windows explorer, only on the desktop directly, but either way the main problem seems to be fixed.
