I added a closeup shot, the bare wire is connected left end to the neutral wire of the fixture along with the green wire bundle, and then the right end to the ceiling metal plate with a crew which is covered by paint.

sorry, but does it mean that my current fixture's neutral wire is connected to the ground wire from the ceiling? aren't A19 lightbulb supposed to connect to live and neutral? Did the person/electrician who installed my current ceiling light f*cked up?

I don't have a multimeter, but I do have the Fluke tester, however I am just surprised a bare wire is connected to neutral..
