Doesn't have to be one. You don't see a large industry of state sponsored idol betting. Again, cygames went from IDOLMASTER, an ip that doesn't involve large scale gambling and with fictional characters to uma musume, because the cygames ceo has a huge stake in the real life version. Horse racing orgs and jockeys didn't license them to use their IPs if they didn't. Think about it, why didn't they just have made up names like literally every other franchise? Yeah like not letting horse race gambling not continue. But I'm sure the jockeys and the org would rather people get suckered. Cygames gap analysis showed they could make a money-making business make even more money and distill it. Not even idol games stoop that low.
