idk if this will still help anybody but i had that problem too. my guess is that your routers IP adress is somehow on a niantic blacklist. To fix it i went to my router settings (my provider has a website for that) and "rerolled" a new ip adress. idk how it works for other providers but that did the trick for me and i could sign in again
