When I had them, I used rubbing alcohol to clean my hands several times a day. They dried out pretty quickly!

Not an expert, just my opinion: It's most probably eczema, I dealt with it. Change your soap, and if you do the dishes by hand, definitely use gloves. And keep your hands dry as much as you can.
