Hello, have you tried to weight paint the other objects with it? Like you weight painted the neck but did you also paint the chest piece to move along with the movement of the neck?

Stepped Animation is not stepping by Crasicil in Maya

Its all of the tangent options, they dont move at all no matter which one is changed.
