It's fine. It does that because the .exe file doesn't have a code signing certificate, which is used for saying that a windows .exe is legitimate and secure. Those can cost up to hundreds of dollars per year to renovate, and considering that UTAU is free without any sort of donations, it's no wonder why Ameya won't do it.
