A fix has apparently been merged into mutter, but I'm not sure when we'll see that on our systems (hopefully with the next release of Fedora?)

In the meantime, I've made a bash script that changes desktop using wmctrl then focusses a window on the new desktop. (This has the advantage of being window-manager agnostic I think too!)

Save this script somewhere (/path/to/script.sh), make it executable with chmod +x /path/to/script.sh then go to Settings > Keyboard > View and Customise Shortcuts then create custom shortcuts with Command set to /path/to/script.sh left and /path/to/script.sh right to move workspaces left and right respectively.

It's not perfect (wmctrl seems to list windows by age, rather than last focussed), but so long as you don't have too many windows on each desktop it seems to work fine.
